Meanwhile, Greece is facing civil war and domestic conflict, one of the strengths of which comes from the Greek Communist Party. Britain, as one of the strongest allies in Western Europe, was no longer able to defend Turkey and Greece.

This was conveyed by the British government on March 31, 1947. At that time, England was almost bankrupt due to World War II. Britain also asked for US assistance to take over.
